Dear Comrades,
It is with great sadness that we have to inform you that we are unable to attend your Congress this time. This is because as a newly formed party (just one month ago), we have yet to set up the International Department and divide the work properly. Please understand that these are mere teething problems of a new party. The second reason is that the General Elections have been declared in India and all our comrades have got to work to ensure the defeat of fascism. We promise you that we will leave no stone unturned in this work. We are sure that this work will benefit not only the toiling masses of India but also of Nepal and, indeed, of the world.
Though we are a new party we have a long association with the NCP (Mashal). We have worked together in ICOR through different parties. We have worked together in forums like trade unions meets, agricultural conventions and also on the question of human rights and democracy. We hope that this relationship will grow in the future.
Today the world faces a critical time. There is a shift to the right in state and society, in general, all over the world. In Nepal also, where, some time ago the future seemed bright, today there is confusion and betrayal. The people of Nepal are being lured back into the fold of the monarchy. Various so-called communist parties have taken a pragmatic or an outright revisionist and corrupt line. We acknowledge the hegemonist and expansionist role of the Indian government and vow to fight against this. The toiling people of Nepal and of India have always been great friends. In this scenario we have always looked upon the NCP (Mashal) to inform us of the real situation in the fight of the proletariat for power. We know that times are difficult but we hope that this Congress of NCP (Mashal) will debate the questions thoroughly and will provide direction not only to the people of Nepal but also to the South Asian region and to the workers of the world.
