Dear Comrade,
First of all, we on behave of the Nepal Communist Party (Mashal) would like to convey our revolutionary greetings to the 3rd National Congress of Frontline Socialist Party – Sri Lanka. Practically, our relation with your party is not longer. But our relation with the revolutionary movement of Sir Lanka dates many decades back.
We had very close relation with the Communist Party of Sri Lanka under the leadership of Comrade Sammukhadasam. We together participated for the foundation of international conference of Revolutionary Internationalist Movement (RIM).
We are happy to note it that both of us, Com. Sammukhadasam and me had formally struggled against the Neo-Trotskyite line of RCP, USA in the founding conference of the RIM. Because of such difference within RIM Com. Sammukhadasam soon came out of it (RIM) soon after. But we continued our two-line struggle with in RIM against Neo-Trotskyite line for a decade until our party was expelled from the RIM in 1993. Because of our sharp difference on ‘Maoism’ and many other questions. Then after, we joined International Conference of Marxist-Leninist Parties and Organizations(IC).
In 2010, we together with many other fraternal parties and organization of the world founded International Coordination of Revolutionary Parties and Organization (ICOR). On the context of Tamil movement of Sri Lanka under the leadership of Pravakaran our party had opposed the demand of making Japura an independent state. In the Fifth Congress of our party held in 1986, we had adopted a resolution opposing the demand of independent state at Japura. But under the pressure of delicates of CORIM, who had participated in our Fifth Party Congress, the leadership elected in our Party Congress (who were later turned into Maoist) changed the decision taken in the Congress and supported the demand of the Tamils of independent state in Sir Lanka.
However, we were against such change made by the leadership of our party as a result, a split took place, for which, one of the main causes was the difference on the question of Sir Lanka. Later, the difference caused our Party to be divided into NCP (Mashal) and CPN (Maoist). Even today, NCP (Mashal) stands as before both ideologically and organizationally. But since then, CPN (Maoist) has gone through many changes both ideologically and organizationally.
Now, with the unification of CPN (UML) and CPN (Maoist Center), Nepal Communist Party (NCP) been formed. At present, the organization is in the government. They claim that it is their great achievement. But because of its right revisionist deviation in reality it has done great damage to the communist movement of Nepal. Now, the political situation of Nepal is very critical.
After the continual struggle of six decades of people of Nepal, the election of the constitutional assembly (CA) was held and (CA) in its first meeting, decided to abolish monarchy and establish republic. Both of these were great achievements for the political history of Nepal. The first CA was unable to make the constitution. But the second one formulated constitution in 2015. In totality, we support the constitution, but, fundamentally we differ with some of the provisions included in the constitution among those federalism is major one. In fact, the federalism is against greater national interest of Nepal. It promotes regional and raciest conflict and it will lead country to national disintegration. Federalism has never been the demand of Nepalese people and main streams of Nepali political movement led by both Communist Party or Nepali Congress. Federalism is imposed in Nepal by Indian imperialism through Madeshbadi political organizations.
It was because of Indian pressure that the then political organization of Nepal, CPN (UML), CPN (Maoist) and Nepali Congress endorsed the federalism and constitution was ultimately formulated according to that. However, our Party from the very beginning has been opposing the federal system in Nepal. In spite of our opposition to federalism, as a whole we support the constitution as it contains republic which is the achievement of the movement of Nepali people for about one century. In the same time, we support the concept of secularism. Both of these achievements of constitution are not secure yet.
The royalist and retrogressive forces of the country are trying in a planned and organize way to make Nepal a Hindu Nation and restore the monarchy. They are being backed by Hindu fundamentalist government of India. Because of such domestic and foreign activities, the great democratic achievements of Nepali people are being more and more threatened, in such a background it becomes our responsibility to struggle to defend both republic and secularism in the country.
The existing democratic system of Nepal is under semi-feudal and semi-colonial system. So ultimately we have to abolish it by new democratic revolution and establish new democracy system. But for the time being, we have to defend existing democratic system, including republic, because in spite of at its bourgeois character, it is progressive at present. The increasing danger to nationality, sovereignty and integrity of Nepal is also a serious national problem.
We hold the view that in international level main danger to all people and nations of the world is from American Imperialism. But in the context of Nepal, main threat to the nationality is from the Indian Imperialism. India, from the last seven decades, (after India came out of the British rule) has been trying in a planned or organized way to bring Nepal under Indian Union. If Nepal is independent until now, it is mainly because of firstly, continual and national struggle of Nepali people to defend that (nationality of the country), secondly, international situation and, lastly, presence of China in North. But the danger to the nationality of the country still continues.
Indian Imperialism in various ways is conspiring to curtail nationality of country. They have even gone to the extreme of forming their own political organizations such as Madeshbadies ones, who in an organized way are trying their best to disintegrate Nepal, their first step to annex Tarai from Nepal. But we are convinced that their objective will never be fulfilled and we are determined for that.
The people of Tarai, Tharu, Madheshi, Muslim and various ethnic people living there are patriotic and always are in forefront to struggle against any effort to disintegrate Nepal. That also is big of obstacle on the path of Madhesbadi organizations to annex Tarai from Nepal people. Our Party takes both China and India as Imperialist countries. But in the same time we make some demarcation between both of those in the context of geo-political situation of Nepal and policies they adopt towards Nepal.
India for last seven decades has been continually trying to interfere in the internal affairs and going to the extent of using blockade against Nepal again and again or working under the strategy of annexing Terai from Nepal. However, their ultimate objective is to make Nepal, the second Sikkim. We hold the view that in spite of its imperialist character the close and friendly relation with China can be much help to check and balance or face the threat to Nepal posed by Indian Imperialism.
India is well aware of this reality and, so, it is using all methods under its access to block such relation with China. All pro-Indian parties or organizations also are following the same line. We are convinced of it that the communist movement in world level is very weak and is in defensive position today. Similarly, situation is in the various countries of Asia and in the countries of South Asia too. In past, China, North Korea, Vietnam had been strong hold of the communist movement.
The parties of those countries still claim that the parties of their countries are communist ones. But none of these are no more communist parties as all of this have deviated from the revolutionary principles of Marxism-Leninism or socialism. China besides being a capitalist country, has, as mentioned above, has been turned into imperialist country.
What has been describe above is secondary and the temporary aspect when taken world situation or communist movement as a whole. The objective condition of the socialism is very bright and is developing more and more. Together with increasing socialization of productive forces in international level and sharpening the economic crisis within world imperialism the objective condition is favorable enough for socialist revolution.
But subjective revolutionary conditions lag far behind than the objective revolutionary condition. But such condition is only temporary one. Together with intensifying of contradictions within imperialist forces and enhancement of revolutionary democratic and anti-imperialist movement in world scale and intensifying level movement in developed capitalist countries, subjective revolutionary condition is certain to develop.
In such an international situation, it becomes responsibility of all Marxist-Leninist and revolutionary parties and organizations of the world to contribute maximum to develop revolutionary subjective conditions. Our party also will try its best to contribute maximum for that. We shall be much happy to have very close friendly and fraternal relation with the Frontline Socialist Party of Sri Lanka.
In our part, we shall do our best to strengthen such a relationship with the Party of Sri Lanka and we hope the same from your Party too. At last we again wish the successes of your 3rd Party Congress.
